Governance
Shared governance is a collaborative decision-making process that gives staff, faculty, students, and administrators a voice in shaping institutional policies. The goal of shared governance is to foster transparency, respect, and shared responsibility in advancing the university’s mission.
University Staff Council represents the concerns of all full-time, non-contract staff in this system. Members of USC sit on both standing and ad-hoc university committees, such as University Senate, and have direct contact with university administration and faculty and student leaders.
To best represent your concerns, we need to hear from you, the staff of the University! If you have concerns related to shared governance issues (see below for the scope of shared governance), please contact us so we can advocate for staff to the appropriate people and offices.
Shared governance purview
Shared governance has been created to address matters that affect the entire university or large populations of it, such as:
- University policies and procedures
- Strategic planning
- Quality improvement
- Work environment and culture
Shared governance is not responsible for addressing many other kinds of workplace matters, especially those that deal with individuals. Examples of matters that shared governance - and Staff Council - does not address include, but are not limited to, the following:
- Title IX violations, which include discrimination, sexual misconduct, and/or retaliation. These matters are handled by the Office for Equity and Compliance.
- Title VII violations, which includes discrimination based on race, color, national origin, sex, and religion. These matters are handled by the Office for Equity and Compliance.
- Ethics complaints are handled by Human Resources.
- Code of conduct complaints are handed by Human Resources.
